BACKGROUND:
The previous scope of work for this project included the installation of a box culvert under River Road at the Union Pacific Railroad and the restoration of asphalt pavement with concrete at the low water crossing. Rock rubble rip rap is to be installed downstream of the new culvert to enhance bank stabilization.

On December 13, 2016 the City obtained an executed Agreement from Union Pacific to start this project. The project was advertised and a construction contract was awarded on February 7, 2017. Prior to contract award comments were received from Union Pacific's Structural Engineering Department to remove the box culvert under River Road. The project was then placed on hold. Since the removal of the culvert from the original scope of work exceeded 25%, the project has to be rebid.
