Background Information:
The Parks and Recreation Board considered several parkland dedication and fee-in-lieu requests in 2020. The Land Development Code allows applicants to choose to request a fee-in-lieu of dedication instead of providing publicly dedicated parkland which is then reviewed and considered by the Parks and Recreation Board.
It was during a training session of the parkland dedication process that was conducted by Planning and Development Services staff that it was mentioned that the methodology associated with determining the Parkland Cost Factor has not been analyzed in quite some time.
The Parkland Cost Factor is based on the average purchase price to the City for acquiring an acre of parkland within the Code.
Parks and Recreation Staff was asked by the Parks and Recreation Board to recommend an increase for their consideration. Parks & Recreation Staff did not feel comfortable making a recommendation knowing that the methodology within the LDC needed to be evaluated.
