Prior Council Action: Council has previously allocated CARES and ARPA funding for developing plans to combat homelessness in San Marcos. Some of this funding has been used to pay for a Comprehensive Needs Assessment conducted by Texas State University followed then by additional work by Marbut Consulting to assist the City develop and implementation plan.

Background Information:
In August, 2021 the City sought out and received a proposal from Texas State University to conduct a Comprehensive Needs Assessment related to homelessness in Sn Marcos. That report was completed in August, 2022. Staff next sought the services of Dr. Robert Marbut after receiving direction from the Council Committee on Homelessness to help us develop an action plan for implementation of the key concepts found in the Needs Assessment.
