Background Information:
On May 4, 2023, the City received one (1) proposal in response to RFP #223-032 for CDBG Estimator Services. The single proposal received was submitted by DSW Homes, LLC, located in Friendswood, Texas.
Per federal requirements of 2 CFR 200.319(b) which govern CDBG procurements and contracts, "In order to ensure objective contractor performance and eliminate unfair competitive advantage, contractors that develop or draft specifications, requirements, statements of work, or invitations for bids or requests for proposals must be excluded from competing for such procurements."
