Background Information:

The attached change order for $1,980,209.25 to contract 222-206 with MA Smith Contracting Company, will add a reclaimed water main and a force main to the Blanco Riverine Construction Contract. 

 

The Blanco Riverine Flood Mitigation project overlaps a portion of the Highway 80 utilities project.  During the design of Highway 80 utilities, it was determined staff should accelerate the overlapping portion of work to avoid disturbing the Riverine project and to allow the contractor to use reclaimed water for establishing the vegetation required for the Riverine Project.   The overlapping work will be added to the Blanco Riverine project by this change order.    

 

The Blanco Riverine Flood Mitigation project started construction in October 2022.  The project consists of a berm/ floodwall structure located between River Road and the Blanco River to mitigate flood waters up to the 50-year flood event. In addition to the berm and floodwall, a relief channel is proposed to efficiently transfer Blanco River flows to the San Marcos River. This relief channel allows for water surface elevation reductions along the Blanco River downstream of State Highway 80. An additional berm located on City property is proposed to protect the City of San Marcos Wastewater Treatment Plant (WWTP) up to the 50-year flood events. 

 

The Highway 80 Utility Project was identified as a priority in the 2015 wastewater master plan to address capacity issues anticipated in the near future due to the growth north and east of the Blanco River. The project scope includes a new lift station, force main, reclaimed water main and water main along Highway 80 just east of Highway 21 with the force main and reclaimed water main connecting to the wastewater treatment plant off River Road.  Once this lift station is operational, there are several additional wastewater projects that will need to be completed upstream toward IH 35 and Yarrington to relieve the existing infrastructure that currently serves this area.  The design is currently working on the 60% submittal with construction expected to start in 2024.  The total construction estimate is approximately $20M - $25M

 

The engineers estimate for this overlapping work is $2.5M; so the contractors price of $1,980,209.25 is a considered a good value.
