Background Information:

In 2020, TxDOT issued a call for safety projects under the Highway Safety Improvement Program (HSIP).

 

The City of San Marcos submitted a safety project to resurface Sessom Drive from Alamo Street to University Drive with high-friction coarse pavement.  The high-friction coarse pavement will serve to increase skid resistance and address the slick roadway conditions which were contributing factors to many of the roadway accidents. 

 

The project was selected and awarded $678,691 for construction.  Including construction and TxDOT administrative costs, the total project cost is $715,647.  Of the total project cost, 81.6% ($678,691) will be Federally funded, 4.4% ($36,956) will be State funded, and 14% ($116,290) will be City funded.

 

The project is scheduled for design in 2023 and construction in 2024.

 

An Advanced Funding Agreement for Sessom Drive was originally approved by City Council on August 2, 2022.  However, the original resolution did not indicate that the City is responsible for any/all overrun costs.  TxDOT is requesting a new resolution indicating that the City is responsible for all overrun costs.  This resolution will supersede the previous Sessom Drive HSIP AFA approved in August 2022.

Recommend approval of the new resolution approving the Sessom Drive HSIP advance funding agreement with TxDOT in the amount of $116,290 plus any cost overruns.
