Background Information:

This is the second of up to five one-year license agreement renewal terms with SPIN to provide electric scooters to the community. This agreement is in coordination with Texas State University to provide students, visitors, and the public at large with an environmentally sensitive alternative to single-passenger vehicles. SPIN launched a dockless scooter-share pilot program in the City and on Texas State University campus in September 2020 to fill a gap in public transportation due to the limited capacity of vehicles for COVID precautions. With the pilot program's success, a joint RFP was released by the City and University, resulting in SPIN being awarded the sole operator License Agreement signed on September 14, 2021. City Council renewed the License Agreement for one year on June 7, 2022. The community continues to choose micro-mobility options to complete daily transportation needs.
