Background Information:
The City respectfully requests City Council approval to increase the authorized contract amounts, in general, by $200,000 for the On-Call Appraisal Services Master Agreements between the City of San Marcos and appraisal on-call contracts to Atrium Real Estate Services, BBG, Inc., and The Aegis Group, Inc., respectively. The original contracts were awarded following City Council approval of a list of qualified firms for the provision of On-Call Appraisal Services in January 2019, after the completion of a Request for Qualifications (RFQ) process. The current contract amount for each of the named master agreements is $100,000; therefore, this contract increase will update the new contract amount to $300,000 for each firm named.
Appraisal Reports are used to determine the market value of real estate or real estate rights for acquisitions, disposition, and property management, for City projects and City owned property. These contracts are set to expire in the next two years and are beginning to run low on funding. In some cases where consultants were used for large scope projects, contracts had to be increased by means of a smaller change in service in order to complete the current projects.
Generally, staff will rotate between the service providers based on their prior utilization. Payment for the work comes from the project requesting the service.

Recommendation:
Staff recommends approval of the motion to increase the contract amount by $200,000 for provision of on-call appraisal services as authorized through each master agreement with Atrium Real Estate Services, BBG, Inc., and The Aegis Group, Inc., respectively.
