Background Information:
On January 11, 2023, the City accepted a state-funded grant from the Office of the Governor for the purchase of Bullet-Resistant Shields. The grant fully funds the purchase of the shields and does not require matching funding from the City.
The shields will serve three (3) primary groups: San Marcos Police Department (SMPD) Patrol Officers during their daily shifts; SMPD School Resource Officers (SROs) assigned to schools in the San Marcos Consolidated Independent School District (SMCISD); and Deputies from the San Marcos City Marshal’s Office. This provides a broad swath of coverage at key locations throughout our City and community.
Currently, there are 112 patrol officers yet the SMPD has access to only one (1) rifle-rated shield owned by the Hays County Sheriff’s Office that is assigned to the joint SWAT team. This shield is secured inside their armored vehicle and access requires a SWAT operator being available.
The City obtained a quote for a total of twenty-eight (28) ballistic shields and corresponding ID placards from Lionheart Alliance, LLC, located in Virginia Beach, Virginia, in the total amount of $115,329.20. This quote is provided through the General Services Administration (GSA) contract #GSA 47QSWA20D001M, which the City is authorized to use for procurements per Local Government Code, Section 271.103. The City therefore requests City Council approval of the purchase of the ballistic shields from Lionheart Alliance, LLC, in the amount of $115,329.20, as funded entirely through the Office of the Governor.
