Background Information:
The City of San Marcos entered into a Small Municipal and County Government Enterprise License Agreement (ELA) with Environmental Systems Research Institute, Inc. (ESRI) (219-308) on March 23, 2010, for a three (3) year term and was subsequently renewed and is currently set to expire at the end of September 2022. This change in service is to renew the existing services for an additional 3-years in the estimated amount of $196,053.00.
The ELA allows access to Geographic Information System (GIS) software on an unlimited basis, including maintenance on all ESRI software offered through the ELA and includes the following technologies listed in Table A: List of Products. The license and software support agreement cost is based on a population range of 50,001 to 100,000 Small Government Term Enterprise License Agreement.
The Enterprise License Agreement provider (Environmental Systems Research Institute) is the sole source for maintenance and is exempt from competitive bidding per Section 252.022(7)(A) of the Texas Local Government Code.
