Background Information:
1. All City Council meetings that involve a quorum or more will offer digital access through a video conference provider (Zoom, Teams, Discord, etc.) for elected officials, staff, and the public.
2. The TOMA rules apply, wherein the presiding officer must be physically present.
3. Councilmembers may elect to attend online or at the physical location.
4. When voting as a virtual attendee, Councilmembers will send a private message to the City Clerk (or their designee) indicating an affirmative or negative to the active agenda item. The City Clerk will input their answer at the physical location at their seat without speaking, allowing everyone in the Chambers to cast a silent vote.
