Background Information:
Public Works currently maintains 55 school zone flashers serving 13 schools. 51 of the school zone flashers are inter-connected using cell phone modem online service. The service allows traffic operators and engineers the capability to program and monitor the school zone flashers remotely. The City’s cell phone modem contract for school zone flashers expired in February 2022.
In 2022, TxDOT transferred to the City of San Marcos maintenance of four school zone flashers without communication service: two on SH 123 and two on FM 621. Additionally, the Public Works Department plans to install three school zone flashers on Esplanade Parkway and William Moon Way to serve Rodriguez Elementary School. With the planned school zone flashers, the City will maintain a total of 58 school zone flashers in 2023.
The purpose of this project (222-222) is to install modems in all school zones that will provide communication to the flashers. The cost includes 5-year service contract and hardware for the 58 units.
Pursuant to Local Government Code 271.102, the City has authority to participate in cooperative purchasing programs therefore, staff recommends award of this work to Consolidate Traffic Controls, Inc. in the estimated amount of $95,340 through HGAC
purchasing cooperative contract PE-05-21.
