Stormwater Master Plan
Background Information:
The Blanco Gardens Drainage Improvements project is one of the several projects approved by the City Council to address infrastructure improvements with the CDBG-DR & MIT funding. The goal of the project is to reduce flood risk in the Blanco Gardens neighborhood during storm events. Overall, the project will:
• Construct new storm sewer systems along Conway Street, Barbara Drive, and River Road.
• Install new inlets along River Road that connect to an existing channel parallel to the Red Point Apartments to relieve the existing storm system and tie into existing water quality treatment methods.
• Install concrete channels within the alleyways parallel to Barbara and Conway to connect to stormwater pipes in River Road
• Replace outdated Water and Wastewater infrastructure
• Regrade and crown a portion of River Road.
• Repave areas of major underground utility upgrades.
Construction is expected to last 30 months weather dependent.
Solicitation 221-069 was issued on September 5, 2021, for the Blanco Gardens Drainage Improvements project. On October 7, 2021, one (1) bid was received. Award is recommended to the lowest responsive bidder, Santa Clara Construction Ltd. in the amount of $15,222,644.00, inclusive of $500,000 Owner Contingency.
After contract award and before start of construction, the city anticipates removing a portion of the work to include the installation of a portion of storm sewer improvements under River Road, Additive Alternate #2, Lighting re-installation along River Road, and a portion of the Mill and Overlay activities along River Road. These construction activities are to be constructed separately under separate construction plans. Removal of each of these activities do not impact the CDBG-DR or CDBG-MIT National Objective for eligibility of the project. Santa Clara Construction, Ltd. has been made aware of these anticipated changes.
