Background Information:

This service is for flagging operations along the railroad for the San Marcos River Shared Use Pathway project, also referred to as the Crosstown Pathway Project. This project has been in the works for over ten years and is a grant funded TxDOT multiuse trail project. The majority of the project was completed in December 2020, apart from the 250 feet connecting Children’s Park and Rio Vista Park along the San Marcos River and under the Union Pacific Railroad.  Work began on this last section in August 2021.

 

Since this work is under the railroad trussell and within the railroad ROW, special approval and conditions apply.  One of those conditions is that flaggers be on site during work within 25 feet of either side of the tracks to prevent conflicts with passing trains. There are two Union Pacific Railroad-qualified vendors capable of performing these services: Union Pacific Rail Pros and National Rail Safety Services.  National Railroad Safety Services quoted a lower cost proposal. 

 

The flagging services has been continually provided by the City through National Rail Safety Services and so as not to stop the construction of this project, PARD authorized the continuation of services which has now exceeded $50,000.  It is also estimated that continued services will be approximately $80,000, hence the request for council approval of this expenditure. Staff recommends approval of contract 222-034 with National Rail Safety Service, Inc from West Chester, Ohio in the amount of $80,000.00.
