Background Information:

During its regular meeting on July 6, 2021, City Council approved a resolution allocating approximately $9 million in American Rescue Plan (ARP) funding to various City projects aimed at improving the San Marcos economic recovery from the COVID-19 pandemic.  At their regular meeting on September 7, 2021, the City Council also approved a resolution establishing an Interlocal Agreement between the City and Texas State University for the provision of work related to a comprehensive needs assessment related to homelessness in San Marcos.

As the City in partnership with the San Marcos community works toward a plan to combat homelessness in San Marcos that would be informed by this needs assessment and at least partially funded by the ARP monies, staff would like to receive direction from Council regarding best practices and programmatic models in place in other communities that could be adapted to be effective in San Marcos.
