Consider approval of Resolution 2021-163R, approving the Second Amendment to the Interlocal Agreement between the City and Texas State University relating to the implementation of the Edwards Aquifer Habitat Conservation Plan to, among other things, include a description of the duties and compensation of the Habitat Conservation Project Manager and extend the agreement through March 31, 2028; authorizing the City Manager or his designee to execute the Amendment on behalf of the City; and declaring an effective date.

Background Information:
The City and Texas State University executed interlocal contract 217-077 on December 20, 2016 for the purpose of implementing the Edwards Aquifer Habitat Conservation Plan to include removal of non-native plants, Texas wild rice enhancement, and management of key recreation areas.
Modification 1 was signed on December 19, 2019 to include the removal of floating plant mats. The proposed Modification 2 adds the HCP manager description and modifies the contract termination date. This project will continue to be funded by the Edward Aquifer Authority through the City of San Marcos.
