BACKGROUND:
The 2021 Charter Review Commission held a series of seven meetings to consider possible amendments to the San Marcos City Charter. The Commission concluded its work on May 10, 2021 and approved the attached report. The report contains a list of recommended charter amendments with a purpose statement for each recommendation and a redline copy of the charter showing the text of each amendment. The minutes of the Commission’s meetings are also included in the report.
Council received a presentation from the Commission on May 18, 2021 and provided preliminary direction on amendments to be included on the ballot in a special charter amendment election to be held in November of 2021. Based on that preliminary direction, the City Attorney prepared the attached draft of ballot propositions.
Council is being asked to review and discuss the wording of the ballot propositions and to provide final direction to staff regarding preparation of the special charter amendment election ordinance that will be considered, on one reading only, on August 3, 2021.
