Background Information:

This request is related to the purchase of equipment for the Police Department using state-seized funds. Narcotics Seized Funds will be used instead of the General Fund. This ordinance is necessary because of requirements codified in Code of Criminal Procedure (CCP) Article 59.06.  Proceeds awarded under this chapter to a law enforcement agency may be spent by the agency after a budget for the expenditure of the proceeds has been submitted to the governing body of the municipality.

 

The Department will be using Narcotics Seized Funds to purchase these items:

1. In support of small Unmanned Aircraft Systems (drones) per SMPD policy 7.18

a. Wireless Video Transmitter(s) and related software/hardware to allow for real-time review of drone footage in Unified Command operations.

b. PIX4D Mapper and PIX4D React for capturing, processing, inspecting and sharing drone imagery.

c. Not to exceed $7,200.

2. In support of SWAT and Crisis Negotiations (CNT)

a. Tactical Video Phone (throw phone) with streaming high-resolution color video cameras and audio outputs.

b. Negotiations Recording and Control System that connects and communicates through landlines, cell phones and tactical phones for crisis negotiations.

c. Satellite / Networking Package that facilitates full integration across SWAT and CNT operations.

d. Purchase of gas-powered rescue saw for emergency entry / rescue.

e. Not to exceed $33,305.

3. In support of Criminal Investigations Division and Narcotics Division

a. Purchase (2) covert tracking devices with deployment cases.

b. Data, SMS and related software to support the devices.

c. Not to exceed $1,200.

Recommendation: 

Staff recommends funding these three projects from seized funds to increase our investigative capacity outside of using general fund resources.
