Prior Council Action: February 5, 2019 - Ordinance 2019-05 was approved on second reading allocating a not to exceed budget of $8,250,000 for Rattler Electric Substation construction costs. CIP project FY146 was established to track the project and was cash funded to cover the costs of professional services for surveys, detailed engineering studies and design, with the balance of the project bond funded.
At the same time, an amended Chapter 380 economic development incentive agreement was approved through resolution 2019-021R, and a Contribution in Aid of Construction agreement was approved via resolution 2019-22R. Both the Chapter 380 and CIAC require the construction of Rattler Substation.
Resolution 2019-161R authorized an Engineering Services Contract with LCRA for the design of Rattler Substation.
Resolution 2020-03R approved the purchase of a power transformer for Rattler Substation.

San Marcos Electric Utility Master Plan
Background Information:
San Marcos Electric Utility is seeking a General Contractor to construct a new electric substation to meet the growing loads in the industrial area near Clovis Barker.
This request is for Council to award to the highest ranked contractor based on the total scores and ranking. In accordance with Texas Government Code 2269 and City Purchasing Policy, the City solicited Competitive Sealed Proposals #221-010, for Rattler Substation. On December 17, 2020, five (5) proposals were received. All proposals were evaluated by a City-staffed evaluation committee. The evaluation committee recommends Lambda Construction I, LLC, New Braunfels, TX as the top-ranked contractor based on criteria published in the solicitation to determine the best value to the City of San Marcos.
Criteria consisted of:
• Prior Experience with Projects of Similar, Size, Scope, and Scale - 40 max points
• Safety Record - 5 max points
• Prior Experience of Project Manager and Project Superintendent - 10 max points
• Project Approach and Schedule - 10 max points
• Price Proposal - 35 max points

The scoring of the price component of the evaluation factors was calculated on a percentage of points based on a percentage comparison with the lowest Base Proposal Price. Lambda Construction, LLC was the lowest price, and received the full 35 points. All proposals had discrepancies in calculation of unit price totals which resulted in revised total base proposal amount.
