Background Information:

On June 2, 2020 Council rejected the sole bid from MA Smith Contracting Company, Inc. for S. Guadalupe Street Improvements IFB 220-263. The bid, in the amount of $2,415,446.55 was significantly higher than the estimated construction cost of $1.2million.  The City decided to reject this bid, pursuant to conditions of the bidding and contract documents, Invitations for Bids, Section 8 and Instructions to Bidders, Section 8.

 

Analyzing the complexity of this project, Engineering/CIP Department decided to split Guadalupe Street Improvements project into three sub-projects:

                     Project 1: Guadalupe St Improvements Bike Lane Pavement Markings & Median Islands - to be constructed in house.

                     Project 2: Guadalupe St Improvements Bike Lane Signals - Bidding: October - December 2020

                     Project 3: Guadalupe St Pedestrian Improvements - Bidding: October - December 2020

 

This is Project 2: Guadalupe St Improvements Bike Lane Signals and includes bike signals required for proposed bike lanes. The scope of work for this project includes, but is not limited to the construction of bike signals for the proposed bike lane along Guadalupe Street from University Drive to Grove Street and for the proposed bike lane along LBJ Drive from Grove Street to MLK Drive.

 

On December 3, 2020, City of San Marcos received one (1) bid in response to Invitation for Bid 220-256 for S. Guadalupe St. Improvements - Bike Lane Traffic Signals. Even though there was significant interest based on the number of potential bidders on the planholders’ list, sole bidder, New Age General Contractors, Inc. located in New Braunfels, Texas, bid $183,269.46 which is 30% lower than engineer’s construction estimated cost.  Construction completion is May 2021.
