Background Information:
This Interlocal Agreement (ILA) with Hays County is for the installation of 6,200 feet of 16” water main that is required by the Water Master plan that overlaps the Old Bastrop Highway (CR 266) Project limits. This agreement will allow the City’s waterline installation to be bid and constructed by Hays County.
Hays County is currently in the design phase for a road widening project along Old Bastrop Road from Rattler Road to Centerpoint. The City has coordinated its required waterline design with the County’s road project. Construction is expected to start in 2021 and last approximately 1 year. By bidding and constructing the projects together there is less disruption to the public and each entity benefits from the combined economy of scale.
This agreement covers easement acquisition for the waterline and release of current City easement to the County in addition to estimated waterline construction costs. Payment to the County will be based upon actual amounts.
It is recommended that City Council approve this ILA to obligate $1,550,000.00 for the Old Bastrop Highway (CR 266) from Centerpoint Road to Rattler Road Project. This project was approved in the 2019 CIP.
