Background Information:

In June 2018, Council awarded a contract (218-279) to Jacobs Project Management (Jacobs) following a RFP solicitation process to manage the City’s 2017 Bond Projects to include an assessment of the City Hall development and the development of the Public Services Center. The total not to exceed contract of $2,299,000 awarded in 2018 has not been increased due to proactive steps taken by Jacobs to adjust project staffing hours to align with schedule adjustments with the bond projects and the Public Services complex development.

 

Directly due to budget and schedule impacts caused by the Police Department renovation project and the Public Services Complex project, this request is for additional project management services to the Jacobs contract in the amount of $235,700 as well as extending Jacobs’ contract to the end of February 2022.  $69,700 of the total is related to the Police Dept. Renovations and $166,000 is for the Public Services Center.  The $166,000 was included in the total cost presentation to Council for the Public Services Center.

   

Material impacts are as follows:

 

                     Police Department Renovations - Budget increased by $6M and the schedule delay resulted in an extension of 26 months beyond Jacob’s original contract end date.

 

                     Public Services Center - The project cost grew by $28M and the schedule extended 6 months beyond Jacobs’ original contract end date.

 

Staff supports the increase of $235,700 to Jacobs’ contract for additional project management services as well as extending the contract to the end of February 2022.
