Background Information:
In an interlocal agreement with Texas State University, the City negotiated and secured for 99 years 1,117 acre-feet of water rights in the San Marcos River in exchange for reclaimed water to be used by the University. The City also owns a 150 AF right purchased in 2002. It is staff's intention to amend the water rights permit with the Texas Commission on Environmental Quality (TCEQ) to allow the City to withdraw the water at the CRWA Hays-Caldwell Water Treatment Plant in Martindale for treatment and transmission back into the Cit...
