Background Information:
On July 7, 2020 Interim Chief of Police Bob Klett provided a thorough work session presentation to the City Council detailing many aspects of the department’s use of force policy. That presentation was developed in response to many emails and messages received by members of Council regarding this topic after the death of George Floyd. During that presentation, staff made a recommendation to Council that an Ad Hoc committee be appointed for the limited purposes of reviewing the department’s use of force policies and making recommendations to Chief Klett and his Advisory Panel about those policies. Council provided consensus to move forward with this recommendation. On September 1, 2020, Council provided direction to staff about the process to be used to form this committee. Council also directed staff to bring the item back at the next scheduled meeting for further discussion about implementation. The purpose of this agenda item is to hold discussion about this recommendation and to provide direction to staff on the topic.

Alternatives:
An alternative recently suggested by the members of the Advisory Panel was to task the Advisory Panel with this review rather than forming an Ad Hoc committee.
Recommendation:
The staff recommendation is to form the Ad Hoc committee and begin this review project.
