Background Information:

The City currently stores its spare and capital project transformers at its laydown yard behind the SMEU office on Hwy 123.  These transformers are oil-filled and, in total, have a significant amount of fluid which are covered by Edwards Aquifer Authority Recharge Zone guidelines, the Texas Administrative Code, Texas Commission on Environmental Quality, and the code of Federal regulations. The City’s approved 2018 Spill Prevention, Control, and Countermeasure (SPCC) Plan and Municipal Separate Storm Sewer System (MS4) Permit call for a separate facility that is capable of capturing oil leaks and preventing them from entering the storm water system or leaching into the soil. The SPCC plan calls for a facility to meet these requirements including a concrete flooring with draining to oil collection pits that is covered and can be regularly monitored and maintained.  This bid was the low cost solution for a suitable building meeting the requirements from two firms which are pre-approved for pricing and use.

 

The location of the facility is at the 40 acres, so part of the scope and costs are elevating the building above the 100 year flood plain as required in the SPCC.  The decision to build at the 40 acres was based, partly, on the need to have the facility build immediately as we are not allowed to wait until the new facility on Clovis Barker to be completed.

 

Funds were provided through capital outlay requests from FY18 and FY19 budgets and moved into project FY154 for project execution.

 

City staff recommends award of contract 220-014 to Jamail & Smith Construction, LP, San Antonio, Texas in the amount of $378,584.25 through the cooperative BuyBoard contract #581-19.

 

The Texas Local Government Purchasing Cooperative (“BuyBoard”) has awarded a contract #581-19 for Job Order Contract to Jamail & Smith Construction, LP, located in San Antonio, Texas. Procurement through a Texas cooperative is authorized by Texas Government Code, Title 10, Subtitle D, Section 2155.504(b) and the Local Government Code, Section 271.101
