Background Information:
In mid-August, it was discovered that the sewer line under the San Marcos Police Department was functioning at a bare minimum level and subject to backup. The sewer line serves the only female officer shower area and is therefore an essential element of operations. The repairs required immediate action to mitigate an imminent health and safety impact. Subsequent to work beginning, the sewer line was found to be in worse condition than expected which required substantially more tunneling and pipe repair.
Although pursuant to City Code, the City Manager is authorized to approve certain change orders under $100,000 when the City Council has previously approved the underlying contract, in this case, the City Council had not approved a contract with Kelly Williams Plumbing because the amount of the contract was under $50,000.00.
