Background Information:

The San Marcos Regional Animal Shelter is the stray animal intake facility and rabies quarantine facility for the City of San Marcos, Hays County and the cities of Kyle and Buda.   The Animal Shelter’s mission is to care for, protect, and find quality homes for abandoned and neglected animals, aid in the reduction of pet overpopulation, and provide community education for the mutual benefit of animals and people.

 

In December 2018, the San Marcos City Council directed staff to develop a plan to achieve a ninety percent (90%) Live Outcome Rate (LOR) at the San Marcos Regional Animal Shelter.  As such, this requires an increase in professional veterinary services to provide the general care, rehabilitation, vaccination, surgery to spay and neuter adoptable animals, and treatment of animals to prepare animals for adoption to qualified individuals and families.

 

Staff has determined that Hays County Animal Hospital, PC, DBA Animal Care Center, is the most highly qualified firm to continue providing professional veterinary services to the San Marcos Regional Animal Shelter.  Hays County Animal Hospital, PC, has offered to provide services at reduced costs to facilitate the process of preparing animals for adoption and aid in reaching and sustaining the 90% LOR.

 

This agreement includes the veterinarian’s involvement in establishing written protocols for shelter operations such as administration of medications and vaccinations, intake exams, surgery, anesthesia, shelter health and safety, treatment of heartworm positive dogs, and training, and utilization of veterinary technicians. Under this contract, the veterinarian will act in a consultant capacity to the Animal Services Manager in formulating improvements to operations as the paradigm shift toward additional lifesaving continues.

 

The contract with Hays County Animal Hospital, PC, will be effective for an initial one (1) year period with the option to extend for up to four (4) additional one (1) year periods.  The estimated annual cost represents a $15,000 incremental increase starting in Year 2.  The contract amounts for FY2020 through FY2024 are as follows:

                     FY2020 - $140,000 (initial contract term)

                     FY2021 - $155,000

                     FY2022 - $170,000

                     FY2023 - $185,000

                     FY2024 - $200,000
