Background Information:

San Marcos Electric Utility Department has identified Redwood, McCarty, and Strahan substations as needing upgrades to increase reliability.

 

The City’s assets in the Redwood Substation are aged and obsolete.  A substation upgrade project was approved to replace the power transformer and distribution breakers, replace the relaying and control systems, and update the substation for enhanced data acquisition.  The power transformer has been purchased and is on site and the design engineering is complete.  This contract covers includes the installation of the power transformer, six  (6) distribution breakers, three (3) relay panels, and one (1) SCADA panel.

 

The McCarty and Strahan Substations are similarly aged and obsolete.  Capital projects were approved to replace the seven (7) distribution breakers, replace the three (3) relay panels, and two (2) SCADA control panels at these substations. 

 

In accordance with Texas Government Code 2269 and City Purchasing Policy, the City solicited Competitive Sealed Proposals, #219-310, for upgrades to Redwood, McCarty, and Strahan substations.  On August 15, 2019, two proposals were received.  A City-staffed Evaluation Committee evaluated and scored the proposals based on criteria published in the solicitation to determine the best value to the City of San Marcos. 


Staff recommends award to The Brandt Companies, LLC, Carrollton, TX, as the top-ranked contractor based on qualifications, experience, reputation, and price for the contract award amount of $1,870,206.58
