Background Information:
In 2010, the City of San Marcos contracted with TDS to provide recycling at all multifamily properties. Resource Recovery has an active program to educate residents in multifamily complexes, but still see lots of contamination in the carts and dumpsters during audits. Nationwide, common challenges with multifamily recycling are participation and contamination.
The Recycling Partnership, a national non-profit, has chosen three cities to conduct pilot programs to gather information on different strategies to encourage more participation in recycling and lower contamination. San Marcos has been chosen to be one of the cities to gather data and develop a leading practice to increase recycling participation and reduce contamination.
The one-year agreement states the Recycling Partnership will help create new educational material and provide the materials to be passed out, purchase up to 4,000 in-unit recycle bins to be distributed by Resource Recovery, and provide funds to pay interns to conduct a pilot valet recycling service for up to 2,000 individual multifamily apartment units.

In addition to the above, the Recycling Partnership will provide up to $30,000 in design and technical assistance which is not included in the total value of the grant.
