Background Information:
On August 6, 2019, City Council approved Amendment No. 3, extending the WIC contract with HHSC through FY20. This Amendment No. 4 adds to the funding maximum to allow for an increase in the per participant reimbursement rate from $13.76 to $14.18. Unlike most grant programs, WIC does not receive a lump sum at the beginning of each fiscal year; funds must be earned by serving at least the number of clients needed to support expenses.
The earned funding provides the City with 100% reimbursement for WIC operating expenses, as well as City cost allocation for support services. Under this contract, our WIC program provides services in Hays, Caldwell, Guadalupe, and Comal counties. The WIC program serves low-income pregnant/postpartum/breastfeeding women, and infants and children up to the age of five. Services include health assessment, nutrition education, supplemental foods, breastfeeding support, and referrals to other health and community resources.
