Background Information:

                     On August 22, 2018, the City Council of San Marcos declared through resolution the intent to become the Direct Recipient of Urbanized Area Formula Program (Federal Transit Administration Section 5307) funds for the San Marcos urbanized area with an effective date of October 1, 2019

                     On September 11, 2019 the Federal Transit Administration concurred that the City is the Direct Recipient, effective October 1, 2019

                     CARTS and City staff continue the transfer of roles and responsibilities following the transition from CARTS to the City, as the authorized direct recipient for the San Marcos urbanized area 

                     On August 29, 2019 the CARTS Board of Directors approved the CARTS General Manager to negotiate the Interlocal agreement with the City

                     This Interlocal Agreement with Capital Area Rural Transportation System (CARTS) covers the provision of transit services to the San Marcos urbanized area from October 1, 2019 to September 30, 2020 

                     The services CARTS will provide under this Interlocal Agreement include; operating the transit services, maintaining the transit facilities and equipment, fare collection, providing customer service, and collection of operational data

                     The funding amount for the period of the agreement is not to exceed $1,700,000
