Background Information:

The Meadows Center is currently working on the next implementation phase of the Upper San Marcos River Watershed Protection Plan (WPP) (years 3-5), and they submitted their 319 proposal to Texas Commission on Environmental Quality (TCEQ) July 25.  Staff prepared a Letter of Support from Mayor Hughson to accompany the proposal, but we need to provide a supporting resolution as well.

The City of San Marcos, Texas State University, Hays County and other stakeholders are finalizing the WPP. The WPP provides a comprehensive description of the Upper San Marcos River watershed and general strategies for water quality and source water protection initiatives. The WPP and Water Quality Protection Plan (WQPP) are guiding documents can perform as a master plan. Both documents were developed over a three-year period with a diversity of stakeholders. The WPP acts as the umbrella document that includes components from the Edward Aquifer Habitat Conservation Plan’s (HCP) WQPP, Code SMTX, City and University programs and outreach as well as Hays County activities such as the Hays County HCP.  

 

All measures and recommendations in the plan are individually eligible for funding through State and Federal Clean Water Act funds. The Meadows Center) staff, on behalf of the WPP Stakeholder Committee (comprised of local businesses, citizens, non-governmental organizations, the University, County and City) submitted the TCEQ/ EPA 319 grant request to fund multiple WPP/WQPP water quality enhancement measures, and obtaining support from the City, University and County are critical for a successful funding request package.
