Background Information:

Rapid urban growth in San Marcos is driving demand for the development of a diversity of mobility options, and local government is supportive and engaged in the process. The City of San Marcos (Hays County), part of the City of Martindale (Caldwell County), and the unincorporated area of Redwood (Guadalupe County), together make up the San Marcos Urbanized Area (SM UZA) and are the subject of this proposed planning activity.

 

On May 7, 2019, the City issued a Request for Proposals (RFP) for a 2019 Five Year Strategic Master Plan for Transit Services, 219-249. The City received six (6) proposals which were evaluated by an evaluation committee. The committee determined that Nelson/Nygaard Consulting Associates, Inc., located in Seattle, Washington, is the most highly qualified firm based on demonstrated competence and qualifications and on fair and reasonable pricing in the amount of $180,000.

 

The scope of work includes development of a five (5) year strategic master plan for transit services which will define the approach for developing and financing a federally compliant, coordinated public transit system for the five (5) year period of 2020 through 2024.  The plan will provide detailed goals, strategies, and action steps required to seamlessly integrate the existing City of San Marcos and Texas State University public transit systems, including administration, operations, maintenance, financing, and route structures, into a singular federally compliant coordinated public transit system.  The plan will also define best practices for developing and financing the coordinated public transit system, and preparing to meet the growing service demands of the San Marcos Urbanized Area. 

 

These services are being made in compliance with Federal, State, and Local statutory requirements, to include the Federal Funding and Accountability Transparency Act (“FFATA”) as well as Federal Transit Administration (“FTA”) Certifications and Assurances.
