Background Information:

The action requested is to reject the single bid for construction obtained for the River Road Pavement and Bank Stabilization Project.  The bid received exceeds the project budget and there has been a delay in permitting from Union Pacific Railroad (UPRR).  Rejection of the bid will allow staff to resolve the UPRR permitting, address project scope/funding and rebid the project hopefully soliciting additional bidders.

 

The project is located on River Road at the Union Pacific Railroad underpass, approximately one-half mile northeast of the Highway 80 intersection.  This area has been subjected to heavy erosion along the side of the road where it meets the Blanco River.  Concrete rip rap adjacent to the roadway under the railroad bridge has been undermined and has worsened over time.  The goal of this project is to decrease the amount of stormwater runoff passing over River Road by adding concrete pipe culverts.  Installation of steel sheet piling along the edge of the roadway will act as a retaining wall for stabilization of the embankment.
