San Marcos Electric Utility Master Plan
Background Information:
This project is to install and upgrade an Eaton Corporation Advanced Metering Infrastructure (AMI) system to the City’s approximately 13,000 water meters and 25,000 electric meters. This covers the replacement of all existing electric meters and nodes, all water meter nodes, and approximately 4,000 water meters due for replacement as part of the City’s 10-year replacement program.
On October 25, 2018, six (6) bids were received for solicitation 218-364, Meter Installation and Field Service Upgrade. In consideration of vendor knowledge, experience, and price, the City recommends award to the most responsive responsible bidder deemed the best value, Olameter Corporation from Matthews, North Carolina in the amount of $597,935.64.
The contract will be for an initial two (2) year term, effective January 1, 2019 through December 31, 2020. The City has the option to extend for one (1) additional one (1) year period. Contract extension may be awarded administratively in the form of a letter of agreement signed by the Purchasing Manager and the Contractor.

CIP 698 was approved for the overall project, which includes the scope covered by this contract.
Alternatives:
This purchase is for labor and commissioning work. SMEU does not have sufficient in-house resources to accomplish this scope. Outside resources are required to support the project.

City staff recommends award to Olameter Corporation located in Matthews, North Carolina in the amount of $597,935.64.
