Background Information:

In June of 2016, the City of San Marcos engaged Kimley-Horn and Associates (Kimley-Horn) to provide on-call consulting services related to the development of a Parking Program Implementation Plan along with specific technical memoranda on key topics such as mobile license plate recognition technology, transportation demand management (TDM), management and organizational structure, etc.

 

On May 15, 2018, Council held a Work Session with Kimley-Horn to review the recommended parking organization and staffing plan, as well as a Draft Parking Program Framework Plan.

 

On June 19, 2018, Council approved the "Parking Program Framework Plan" which provides a comprehensive and strategic approach to managing parking in and around Downtown SMTX, and established a template for future Council decision-making. The Framework Plan identifies key program objectives, recommended program vision and mission statements, as well as a set of primary action items to guide program evolution and development.

 

On November 20, 2018, Council held a Work Session with Kimley-Horn to review the recommended On-Street aid Parking Implementation Plan. Adoption of that plan is included on this agenda as a separate item for Council consideration and approval. The purpose of this item is to enact changes to the San Marcos Code of Ordinances required to operate and manage the Parking Program.

 

City staff is recommending that the board be comprised of 5 voting members. The city council shall appoint all members of the Board. When considering appointments to the Board, the city council shall endeavor to appoint individuals who represent the variety of downtown stakeholders, and who meet the following qualifications: One member recommended by the Main Street Advisory Board, one member recommended by the Downtown Association of San Marcos Board, one member who is a business owner within the Downtown Parking Benefit District, one member who is a property owner within the Downtown Parking Benefit District, and one member who is a resident within the Downtown Parking Benefit District.
