Background Information:
The Consolidated Annual Performance Evaluation Report (CAPER) provides a summary of the projects and programs supported with CDBG funding during the 2017 program year that began October 1, 2017 and was completed September 30, 2018. This program year was the third year of the 2015-2019 Consolidated Plan for the Community Development Block Grant (CDBG) program. This 5-year plan established five priority needs to be addressed using CDBG funds: (a) affordable housing; (b) public services; (c) public facilities / infrastructure / transportation; (d) clearance activities; and (e) program administration. All projects and activities carried out during program year 2017 addressed a priority need. All projects/activities satisfied one of the 3 National Objectives: (1) benefit low to moderate income persons; (2) eliminate slum and blight; or (3) address an urgent need.
The City was below the timeliness threshold of 1.5% on the August 1st testing date.
