Prior Council Action: City Council previously approved a Maximo Upgrade in February 2012 with Res 2012-12R in the amount of $164,986. Prior to this upgrade, City Council had approved an upgrade to Maximo in February 2006.

Background Information:
The version of Maximo the City of San Marcos is utilizing for its maintenance management system has reached its end of life cycle and is no longer supported by IBM. Effective April 30, 2018, fixes, patches, and telephone support are no longer provided for Maximo 7.5x and its corresponding components and add-ons of the same version. The last upgrade for Maximo was done in 2012 and 7.6 was released in 2014. This upgrade is estimated to be completed by April 2019 and will bring the system in compliance with requirements for security patches through Maximo. The contract will also include administrative training and “train the trainer” training.
On July 19, 2018, the City received four (4) proposals for Maximo Upgrade Services (RFP 218-291). A City-staffed evaluation team reviewed, scored, and ranked all proposals submitted, and determined the most qualified firm to provide the best value to be Starboard Consulting, LLC, located in Longwood, Florida. The City has negotiated a fair and reasonable price of $133,800 for the upgrade services.

Vendor selection was made through a competitive request for qualifications offering.
An option for replacing the existing was considered but not considered to be a viable option, because of cost, compared to performing a system upgrade.
Recommendation:
The City recommends awarding a contract to Starboard Consulting, LLC, located in Longwood, Florida, in the amount of $133,800 for Maximo Upgrade Services.
