Background Information:

In July 2018 the Federal Aviation Administration announced $1 Billion of discretionary funding for minor airports as part of the Consolidated Appropriations Act, 2018.  The award of a grant is for projects that have already been through the planning, environmental, and design processes with priority given to airport runways, taxiways, and aprons. The City has programmed in its CIP for major taxiway repairs to replace it’s failing surfaces with construction scheduled for 2021-2023.  Given the recent notification of available grant funds and that there is no match (100% award of funds), the city desires to pursue these funds for construction. This would accelerate the schedule for repairs. The estimate cost of construction is $5-6 M.

Hence, the city desires to initiate the design of the project to provide the best possibility of receiving construction grant funds. Engineering and Capital Improvements department recommends the selection of Garver, as the most highly qualified firm for the design of this project. Garver were recently selected as the city’s consultant to prepare an airport master plan based on their aviation qualifications.  The master plan process includes reviewing airport pavement conditions and configurations to be in accordance with FAA standards.  It is important for the design of the taxiway repairs to be cognizant of future requirements and projects that will impact the airports runway, taxiways and apron configurations.  Hence, the engineering department considers that Garver would be best placed and most qualified to design the taxiway repairs and be able consult directly with their master plan team which will be underway concurrently.  This will ensure synergy on both efforts.  The City has negotiated a fair and reasonable price for these services in the amount not to exceed $382,600.
