Background Information:

The City sought qualifications from firms to provide professional Legislative Consulting Services for the upcoming Legislative Session. Services will include assisting staff, the City Manager, and the City Council with developing a legislative agenda, identifying, developing, and evaluating strategies and advocate on legislative measures, including, but not limited to, the state budget, funding opportunities for airport or infrastructure, and other measures proposed during legislative session that impact or potentially impact City interests.

On August 9, 2018, the City received nineteen (19) Statements of Qualifications (SOQs) for State Legislative Services (RFQ 218-175). One submission was deemed non-responsive and the remaining eighteen (18) SOQs were evaluated by a City staffed evaluation committee followed by interviews of the top two shortlisted firms.  As a final result, the evaluation committee has selected Bickerstaff Heath Delgado Acosta, LLP, located in Austin, Texas, as the most highly qualified firm based on demonstrated competence and qualifications. The City has negotiated a fair and reasonable price in the amount of $60,000 for a two-year term.  The cost of these services is shared equally between the General Fund, Water/Wastewater Fund, and Electric Fund.
