Background Information:

During the May 2017 election, several facility projects were approved to be constructed within the City of San Marcos.  Those project included:

1.                     A 29,000 square foot expansion and remodel of the San Marcos Public Library

2.                     The relocation of the Holland Fire Station #2

3.                     The new construction of a 6th Fire Station to be located in the Highpointe Trace Subdivision.

4.                     A remodel and renovation of the San Marcos Police Department

5.                     The new construction of a fire training facility. 

 

In June of 2018, the City hired an experienced Owner’s Rep, Jacobs Project Management Firm., to assist the City with the procurement of those facilities.  Part of their scope is to assist the City with determining the most efficient and effective procurement method to construct each of the 5 facilities listed above.  The Owner’s Rep firm is making the recommendation that the 2 fire stations as well as the Library Expansion be procured using the alternative delivery method known as Design Build.  Section 2269.056 of the Local Government Code requires the following:  “The governing body of a governmental entity that considers a construction contracting using a method authorized by this chapter other than competitive bidding must, before advertising, determine which method provides the best value for the governmental entity.”  The attached resolution allows us to meet that requirement.  For the San Marcos Police Department Remodel and Fire Department Training Facility, the Competitive Sealed Proposal methodology is being recommended as the most efficient and effective delivery method.
