Background Information:

Parking Mobility is a 501c3 non-profit company that assists communities to better handle their accessible parking space abuse problems.  The company trains interested citizen volunteers to use a smart phone app to document and submit Accessible Parking violations.  The company’s web-based system interfaces with our courts system.  Their program is weighted heavily toward education so that violators have the opportunity to take part in an educational program before having to pay a citation.  Repeat offenders can lose that opportunity, but the company reports very low recidivism rates.  Operationally, the violations captured by the trained volunteers are uploaded into our courts system by the Parking Mobility system.  At that point, violators have options.  They can elect to take an online course to have their ticket dismissed with a court fee or they may choose to attend the in-person course, which also carries a fee.  Another option would be to pay the full fine amount.  This product is a force multiplier for us to more effectively handle these violations.

The revenue from the violations will be collected by the City.  There will be an annual cost for this service but staff feels it may become expense neutral as potential revenue may offset the annual cost.

These services are exempt from the competitive bidding/proposal process pursuant to Local Government Code 252.022 (13), services performed by blind or severely disabled persons.
