Background Information

CP&Y Inc., was hired to provide the necessary engineering and technical services for design, bidding and construction phase services for the relocation and upsizing of approximately 350 linear feet of existing 8” waterline with proposed 16” waterline crossing underneath IH35 at Uhland Road, and approximately 250 linear feet of 8” and 12” waterline relocation along IH35 northbound frontage road at Uhland Road.

A change in service is requested to include the necessary environmental services required to install groundwater monitoring wells on both sides of IH-35 near Crepe Myrtle as required by TxDOT due to the presence of documented LPSTs (Leaking Petroleum Storage Tanks) in the vicinity of the project.

The monitoring wells will test for various contaminants, and the results will be included in an updated environmental re-evaluation of an already approved Categorical Exclusion (CE) for a northbound ramp reversal project along IH35 from Loop 82 to River Ridge. The monitoring wells are a requirement of TxDOT based on the initial CE re-evaluation performed under CIS Authorization No. 1. The CE is required to construct the proposed 16” waterline crossing underneath IH35. The field work and CE re-evaluation will be completed in accordance with TxDOT’s requirements.

Previous change in service includes re-evaluation of an approved CE to include a proposed 16” waterline crossing as a joint bid with the TxDOT IH35 from Loop 82 to River Ridge Ramp Reversal project; in the amount of $10,391.46
