Background Information
:

The City has recently completed both Water and Wastewater Master Plans reflecting a planning horizon to 2035.  These plans look at population growth based upon the City’s Comprehensive Plan and the infrastructure improvements necessary to support that growth.  The identified infrastructure improvements are used to develop the City’s 10-year Capital Improvement Program and projects are funded from Water and Wastewater utility revenues.

 

In 1987 Texas was the first state to enact legislation that allowed local governments to levy impact fees on new development.  Impact fees are governed by Chapter 395 of the Texas Local Government Code and provide the mechanism for local governments to capture the system improvements costs created by new development.

 

The charge of the City’s Capital Improvement Advisory Board is to review the information and methodology used to determine the maximum impact fee and recommend to the City Council their adoption.  At the January 23rd meeting the committee will receive the draft report and review:

                     Population and land use information

                     Impact Fee process and requirements

                     Methodology for maximum impact fee calculation

                     CIP information

On the February 13th meeting the Board will take action on approving the Impact Fee Report.
