Background Information
:

This project is ranked #1 of 4 infrastructure projects identified in the City of San Marcos CDBG-DR Infrastructure Feasibility Study performed by AECOM.  The projects are ranked as follows:

Another project that is instrumental with drainage conveyance in this area is the Riverine improvement project.  This one has not yet been approved by HUD.

 

The AECOM Feasibility Study identified the Midtown Drainage Improvement Project Phase 1 as a project that would improve the drainage in the IH 35 Northbound Access Road/Aquarena Springs intersection by adding inlets and performing channel improvements downstream including adding culverts at Davis Lane.  The Comprehensive Drainage Master Plan identified a drainage issue in the area of the Avalon Apartments on the west side of IH 35 that is within the Midtown watershed.  The scope of work for this contract provides professional engineering services to perform a holistic study of the watershed both east and west of IH 35 to validate drainage issues and determine conceptual solutions along with their associated cost.  A holistic review is important as drainage solutions west of IH 35 may affect downstream solutions east of IH 35.

 

A Change in Service will be processed prior to proceeding with final design for Midtown Drainage Improvements Phase 1.  Funding for Phase 1 will be with DR funds.

 

An agreement will be brought before Council upon completion of the Preliminary Engineering Study for Midtown Drainage Improvements Phase 2 for engineering services related to the final design of drainage improvements west of IH 35.  Funding for Phase 2 will be with City funds.
