CITY COUNCIL GOAL

 

COMPREHENSIVE PLAN ELEMENT(s): Land Use, Goal 1, Objective 2

 

BACKGROUND

The first goal of the Land Use element of the Comprehensive Plan is to “Direct growth, compatible with surrounding uses.” A primary objective under this goal is to “Update the Annexation / Extraterritorial Jurisdiction (ETJ) Management Plan.” In accordance with this direction, staff developed the Annexation / ETJ Management Strategy. The strategy was adopted by Council on September 2, 2014.

 

The strategy established appropriate annexation procedures for the City as well ensured annexation decisions support the Comprehensive Plan. A recurring process calendar was set up in the strategy to allow staff review of potential areas to be annexed.

 

The strategy outlines the following criteria for areas to be included on the Candidate List:

                     Infill Areas (areas bounded on 2 sides by City Limit)

                     Out of City Utility Request Areas (areas served with City water and wastewater)

                     Potential §43.035 Agreement Areas (agricultural land that can be provide with City services; allows for contiguity)

                     Development Agreement Areas (land covered by existing development agreements)

 

Following the adopted strategy, the City annexed 862.4 acres in 2015.

 

Staff is requesting direction on whether or not the strategy needs to be updated. If yes, what is missing? If not, a fully analyzed Candidate List, using the strategy as a guide, will be brought before City Council for consideration in March.
