BACKGROUND

The Local Government Code, Section 252.022(7) permits a limited exemption from the competitive bidding process if the items to be purchased are available from only one source. Physio-Control is the sole source provider of new LIFEPAK 15 monitor/defibrillators and new LUCAS 3 Chest Compression Systems and does not authorize any resellers to sell these products or services in the Emergency Response Service’s market.  The Local Government Code allows this as a general exemption as a procurement necessary to preserve or protect the public health or safety of the municipality’s residents.  The Fire Department wants all defibrillators to be compatible with Hays County and EMS. 

 

This approval is to purchase (6) LIFEPACK 15 monitor/defibrillators and (6) LUCAS chest compression systems from Physio-Control, Inc. located in Redmond, VA in the total amount of $365,396.82 as a sole source procurement.
