BACKGROUND:
This Interlocal Agreement between Texas State University and The City of San Marcos is for the sharing of costs for design and construction of a reclaimed waterline that will connect Texas State to the City's reclaimed water system.
This project will facilitate the habitat Conservation Plan by allowing Texas State to transfer its rights to withdraw water from the San Marcos River to the City and replace its water needs with reclaimed water. The Texas Water Development Board (TWDB) and Edwards Aquifer Authority (EAA) have provided funding for this project pursuant to separate agreements approved by the City Council.
The City has previously approved the design contract for this project with Espey Consultants, Inc., dba, RPS (the "Engineer") in an amount not to exceed $824,742.00. After applying funding from the TWDB and EAA, the estimated cost of Texas State's participation in design costs is $61,489. Texas State will be responsible for paying 62.1 percent of the construction costs for an estimated contribution of $2,099,466.
