BACKGROUND

The City and the University have agreed to partner and clean up the ROW on Sessom between Aquarena Springs and Comanche.  In order to complete the Sessom Bike and Pedestrian Project, the City needs to obtain ROW from Texas State.  The City will release any rights to the ROW on Vista Street for the ROW needed on Sessom. 

 

The attached interlocal agreement will allow for the following:  

                     ROW Investigation - Identify ROW on Sessom from Aquarena Springs to Comanche and on Peques

                     ROW Dedication - City will convey any rights to the ROW on Vista Street ROW for additional ROW needed to complete the Sessom Bike and Pedestrian Project.

o                     Vista Street is currently a one-way street maintained by Texas State which is surrounded by Texas State property. 

                     Cost Sharing - Design & Construction will be shared between the City and the University.

o                     ROW investigation costs will be split 50/50. 

o                     Peques/State Street realignment design/construction costs will be split 50/50.

o                     Sidewalk design/construction costs will be paid 100% by Texas State on Peques and Evans Field.   On Peques, Texas State decided to pull the construction of the sidewalk from the scope.

 

Once the Sessom Bike and Pedestrian project is completed; City and University Staff will continue to work together to straighten up the ROW on Sessom between N.LBJ and Comanche in conjunction with a future CIP project.      

 

Staff recommends approval of this agreement.
