CITY COUNCIL GOAL:  Enhance the Image of San Marcos

BACKGROUND

The City of San Marcos sustained historical damage and destruction during the Memorial Day Floods of 2015. As a result, certain Mitigation Grants have become available to our community to provide long term relief in preventing future flood damages.

Several evaluations of community’s potential risks and hazards, and commitment to reducing the long-term consequences of those hazards have been implemented with the City Mitigation plan.  The Mitigation plan outlines goals within our community and identified risk reduction strategies for hazards that threaten certain areas.

The Mitigation Action Plan also includes floodplain mitigation portion to comply with the Flood Mitigation Assistance Program (FMA) and FEMA’S Community Rating System Program (CRS)

The Mitigation for this disaster event includes the potential “buyout” of a recurring damage area and preventing recurring losses.

This grant is only payment for 75% of the total cost of the grant and the city would be responsible for the remaining 25%. While this resolution does not provide for the specifics of the plan nor adopt authorize this policy as final, it does allow the staff to seek application and authorization of funds from federal sources for council consideration.
